PSA: Boracay is Finally Open to Tourists — Here’s A List of Requirements You Need Before Booking That Flight!

Boracay is finally open to local tourists and just like you we can’t wait to set foot on their famous  white sands! But before you book that trip, add to cart those beach OOTDs that’s spent way too long on your wishlist, here’s a list of requirements you need as advised by Malay Municipal Tourism Office – Aklan, so you can have a hassle-free dose of much needed Vitamin Sea;

Boracay Requirements (Regardless of your airline):

Airline Requirements:

Cebu Pacific 
  • Negative RT-PCR (swab) test result within 72 hours before flight
  • Medical Certificate from any government-accredited doctor
  • Accomplished Health Declaration form to be submitted online at
  • Confirmed hotel booking or reservation in Boracay
Air Asia 
  • Health Declaration Card found in
  • Confirmed hotel or resort booking on the island
  • Negative RT-PCR test within 72 hours prior to departure date
Philippine Airlines
  • 5 days prior to your departure, register and accomplish the Passenger Profile and Health Declaration (PPHD) Form and save the confirmation e-mail and QR code.

  • Secure additional required documents, if any of your destination’s Local Government Unit (LGU). Please refer to “Passengers traveling to areas in Luzon/Visayas/Mindanao” for any additional requirements of your LGU. (Note: these requirements may change at short notice)

Step-by-Step Tourist Guide from Malay Municipal Tourism Office – Aklan: 

  1. Access and click Online Health Declaration. Click Boracay in the Where To page.
  2. Fill out required fields and click submit 
  3. Upon submission, a confirmation with instructions will be displayed
  4. Save as copy of the HDC on your smartphone or if using a computer, have it printed
  5. Attach a copy of the HDC together with a copy of RT-PCR Negative Result, and email it to
    1. Subject of email should be: OHDC-FamilyName, FirstName
    2. Multiple tourist documents can be sent in one email. Just include a listing of the names of the tourists.
  6. Wait for the email response (successful or unsuccessful) of the Final Validator. Processing takes less than a day after receipt of complete documents. 
  7. If processing is successful, a copy of HDC with Tourist QR Code will be sent back.
    1. Keep the tourist QR Code with you at all times. Have a printed or digital copy. The QR Code will be used in accessing services in Boracay Island.  
  8. If processing is unsuccessful, resubmission of requirements or clarification may be required.  

Ensure that your RT-PCR Tests are done in the accredited laboratories:

Make sure that your hotel accommodations are classified by DOT Accommodation Establishments with Certificate of Authority to Operate (CAO) / Provisional Certificate of Authority to Operate (PCAO)  you can view the full list of establishments here:
